Licensed premises in the town centre could be capped to help combat anti social behaviour.

Liberal Democrat run Northampton Borough Council is consulting on changes to its special licensing policy which could mean refusing new licenses to premises in the town centre area following concerns from Northamptonshire Police that any more will impact on crime and disorder.

The county's 'Statement of Licensing' policy is currently undergoing a statutory three-year review and the inclusion of these new restrictions is just one of the new amendments being considered.

Northampton Borough Councillor Brian Hoare, Lib Dem Cabinet Member responsible for licensing said: "It's well known that drink is a major factor in anti-social behaviour. We take our responsibilities as a licensing authority very seriously and we have an obligation to consider crime and disorder and public safety in any decisions we take. The fight against anti-social behaviour is one that everyone must be involved in - not just the police and the council.

"We are working with our partners to develop this policy and ensure we have a consistent approach to licensing across the county. Views will be considered by the licensing committee before they make their final decision in January."

A copy of the draft 'Statement of Licensing' policy with a table of amendments can be viewed at www.northampton.gov.uk Any comments on the policy should be made in writing by 31 October 2007.

Under the Licensing Act 2003 a 3 yearly review and consultation must be carried out on the 'Statement of Licensing' policy. This policy covers the sale of alcohol, regulated entertainment and late night refreshment. Council's across the county are carrying out a review of the joint policy including Northampton Borough Council.

As part of this review Northamptonshire Police has requested the inclusion of a 'Cumulative Impact' policy with regards to the town centre. A copy of the Police request can be found at: http://www.northampton.gov.uk/site/scripts/download_info.php?fileID=1401
